The Absol explains how he and his fellow scouts learned where the first plate is rumored to be resting, the Splash Plate in the Palace of Tides in Cobalt Bay. The Palace was Kyogre's old Temple, so the Resistance shows skepticism at the plate actually being there. The resistance legendries decide it's best if the humons (just a name I came up with) go without legendary support so they don't attract too much attention.

No. He just works with them. There are several mortals that work with the legendries. Feel free to introduce your own whenever you want. (though not too many. Wouldn't want a character overload.)
