Update- I did some skim reading on a bunch of sites and it looks like wako/piracy starts declining hard when the Tokugawa Shogunate/Ming Dynasty crack down on it near the end of the 17th century, and we're set in the 19th century, and I can't find very many details about the last gasps of piracy that would have still been left over

In much the same way that this story showcases the decline in the traditional samurai lifestyle, you're welcome (and would likely need to, considering historical accuracy) to show a similar decline in your pirate and her fleet's influence. Alternatively, you can take creative liberties as you please, as this is more or less alternate history. Up to you!
Yee, I'm gonna go for a pirate captain among a dying breed who recognises that piracy isn't going to last much longer. Maybe she's trying to get as much money out of it as she can for the time being, while also looking out for footholds in legitimate rich merchant society
