The king and queen are already dead. So we're getting dropped into the story right after it's happened. Maybe a day or two afterwards. It was to try and change the status quo. A group called The Guild are trying to instigate a revolution. It wasn't going so well, so they had the genius idea of getting rid of the problem, as they see it. They were hoping the prince and/or princess would be more open to discussion... But, yeah, that's probably not going to work, either.
As for blood mages; they gain power from hurting people, especially if it draws blood. They can also manipulate blood to a degree, like boiling it or freezing it. Of course, all of this has it's drawbacks. The major one being insanity, especially if the mage hasn't got anyone to keep an eye on them. Of course, every blood mages are disturbed by themselves. So they're outcasts even among mages. It's a very destructive magic.
The Guild includes mages, thieves, assassins and other magic and non-magic users. Think of it as kinda like Dumbledore's Army from Harry Potter or the League of Assassins from Arrow. They work behind the scenes and aren't particularly open about their presence in the city.

Okay so there are a good deal of mages that would be with the guild as they want equality in the society. But there could also be mages that are trying to keep the peace and protect those that are just in harm's way?
I'm only asking because more than likely that is where Torrin would be the second.
@LordZeus he's accomplished a lot in only a few days. No period of mourning? No political red tape? Some of what Quint wants to do would take months. Good CP! I just don't think he'd be able to radically change so much in so short a time unless he's been attempting to change laws and regulations for years. Which would have been even harder to do when his father was alive.
Other than this issue, it's fine. I'll approve it once you tweak it a little.

@ScarlettFire I was planning to have had him in power for a month. And yes he had been planning to change things for a while with his trips into the city and poor districts and marketplaces since he was young. He had been noting things that needed changing and preparing to change them since he was young. . BTW I was planning to make the mourning period seven weeks but he chose to make reforms during that time (which surprised and baffled nobles) as he felt they were urgent . During this time he wears dark colours. Also his coronation cannot be held until after the mourning period, so three weeks from where we begin.
