To become a VIP you must be nominated and approved by other VIPs. To be nominated, you usually have to be very active and have made significant contributions to the site. The benefits, to my knowledge, are the ability to post in the VIP lounge and your name will be purple--which signifies that you're a VIP and fit with the other significant members of the site.
To change your rank, you have to have a certain number of posts. Over 200 I think. And then you can change it with the control panel. Hope this helps.
