I've had this idea for a small short story, but I never got down to any specifics, and it seemed a pain to just figure everything out. So I decided to take this into the Storybook category. This is my first one; if I'm doing something wrong please let me know. Any constructive criticism on the plot or character would be nice. :3

There are very few people who can use more than 10% of their brain. A governmental organization not known to the public (known as Organization #9 to the Government workers and the victims) hunts these people down and tries to harness their power, or put them through a physical training program to fight in wars or do risky tasks for them. (i.e. delivering a bomb to a facility, sneaking into an enemy Government headquarters and steal information, etc.)
There are a group of Plursychs, pronounced pler-SIKES, that have caught Organization 9's attention and they are trying to escape the terrible fate that would be laid before them if they were to be captured. The Government sends tests disguised as Midterms or Finals to elementary, middle, high school to determine which peers have the possible ability to use over ten percent of their brain and have supernatural abilities. Students who pass the tests in colleges and universities are immediately recruited for training, those in younger grades are closely monitored.

Plot ;--

Opens up to a Plursych escaping from an Organization 9 Facility and searching an overpopulated city nearby in search of the Plursychs said to have inhabited the area. The escaped prisoner finds a way to communicate with the three Plusychs that passed the Organization 9 10%+ test and warns them of the Organization. One of the nearby elementary is searched by a Government agent, causing the four Plursychs to run from them. After a while of hiding, one of the Plursychs gets captured and the others must rescue him/her.
Last minute plot twist ideas anywhere in the story or subplot ideas are welcomed.

Heh, I've never storybooked before so this looks like a good place to start ;). Could I have the middle school character?

*I'm going to post this, but if this spot isn't availible or I need to change anything, just tell me, please.

Name: Gracie Baxter

Gender: Female

Age: 13

Appearance: Her hair is dark brown and wavy, running thick and kind of messy just past her shoulders. She usually keeps it up in a ponytail just to get it out of the way. Her eyes are dull and hazel, and they only seem to light up when she's accompanied by animals or painting something. She's short and skinny and pale, usually adorned in a dark hoodie and ratty old jeans. On her feet always are her old birkenstock sandals, which used to be her older sister's before she moved out .

Personality: Gracie is quiet and kind of moody, definitely the artsy type. Though she isn't all that friendly, she loves animals and would do almost anything for them. She's not very school-oriented, though she does crack open a book once in a while, usually something that she knows will annoy her parents, who are not overly friendly themselves. Gracie's sensitive, but she doesn't let it show. Her shell is tough to break, but it's usually worth it.

Powers: Gracie is extremely intuitive, almost to the point of knowing exactly what people and animals will do before they do it. She is also an artistic prodegy and has an odd, seemingly manic way of thinking. What her doctors have told her parents is bipolar disorder is actually her extreme sensitivities and intuitions showing through. Also, Gracie is pretty fit, and she likes to swim.

History: Gracie's growing up in small-town Ohio. Her parents have a crappy marriage, where her dad drinks too much and doesn't work and her mother sleeps around. Her parents have always fought, and sometimes it has been really ugly, meaning violent. Gracie is the second oldest of four children. Her older sister, Allie, ran away a few years ago, when she was 16 and Gracie was 10. She had major depression and a drug habit. The family hasn't heard from her since, but they think she moved to the city with an older boyfriend. Gracie is close to her little brother Sammy, who is 11 and musically inclined. Her youngest brother, Ian, is only four and may not be her father's son, though nobody has said anything. Ever since she was little, Gracie found solace in her art. She had always known herself abnormal, but she assumed she was psychic or just smart or something. She's in for a bit of a shock.

Other: Gracie is considered bipolar, although it is actually the 10 % thing. Her best friends are her brother Sammy and a burnout from her excelled art class named Mick. Other than at school, her aggressive yet lovable black lab, Dingo, is always at her side.

Appearance: Dark brown hair with a green streak in the bangs, emerald green eyes, about 5'7", found wearing a ratty grey jacket covering her charcoal colored convict uniform.
Personality: Quiet, decisive, good leadership qualities, rebellious.
Power: Can go unnoticed by any normal that doesn't know about the other 10%. (doesn't work on the gov't)
History: Was born in North Dakota and went unnoticed until ten years old. The government kept an eye on her until college, where she was put into training. She was against the setup from the beginning and began to rebel, which landed her on the bad side of almost every Organization 9 official. She escaped as soon as she heard rumors of the Plursychs.
Other: Doesn't like talking about her past.
