So, I'll just do a quick review since this piece is short.

Bravo!
You did some things really well with this piece, I enjoyed reading it. I liked how well you used the sense of touch. I love it when I can really feel what the person is feeling (and I love rain so...I really enjoyed this :D ). I especially loved it when you compared it to a lover's touch, because I can tell you LOVE the rain, so it fit. (: Plus it flowed really nicely.

Nitpicks
There are a few things I would like to say. I didn't full understand it. You're talking about the rain, but then you say "home at last" at the end, and in my mind, I have an image of a girl running through the rain then reaching home, but if she loved the rain, why would she want to go inside? Thats just what I sorta saw in my mind. You could maybe end it a little better. Plus, I've been rereading it and I noticed that first you write like you love the rain, then it says its driving you home, I can understand that, but wouldn't someone who loved the rain want to dance in it and soak it up like a flower? Do you get what I'm trying to say?

Awesome poem!
Ok so I loved the first line, and the use of "hair-raising."
I did not like "billion," it was phonetically annoying. I would recommend replacing it with "trillion."
I also thought the last lines, "Home / At last." were kind of cheesy and didn't fit with a poem seemingly about rain. I would suggest mentioning the home part early on, perhaps using repetition. Otherwise I would emphasize that being home is sheltering you from the rain. I don't know, it just felt tacked on and unthought out to me.
