This isn't bad but there are a few things that could do with some fixing.
First off, well, it looks a bit scratchy. Try and fine tune it so that your picture looks sharp and clean.
Another thing is that the legs look more like stumps. Studying the human shape will help you better shape and create figures that seem more life like then anything else.
Lastly, the face is a bit too dark and smudgy. Try to clean it up a little so that the markings are more distinguished.
I do have to say that the wings look very nice and there is something very enchanting about the wings. Also, I love the way the right hand looks when it rests on the fairy's knee.
Now, you can rule the world.

Never forget who you are, for surely the world will not. Make it your strength. Then it can never be your weakness. Armor yourself in it, and it will never be used to hurt you.
The fairy is really interesting, colorful, and simple, that's what I like. The arm that's on on her knee, looks like it's plastic and rubbery and flopping over the knee, but I still really like the fairy, I'd like to see more.

How cute! I love her blue skin and pink hair! That's an excellent combination, because the contrast is so well putout.
Her leg in the foreground is pretty straight. I know it's a pixie/fairy-- I don't know what's the right word-- but, their legs would be like tiny human ones! So, I think you should add a bit of shape, if you can.
And same for her other leg! It's a bit bulky, but at the same time, it's slightly straight and I think it needs a softer curve to it.
At any rate, she's adorable. Nice work, keep it up!

Well, im going to give you some positives, then some negatives so that you can improve in your future drawings.
Well, the positives-
1. This is pretty good, well, its excellent...**envy-glare**
2. I love the colours, the vividness of it almost gives it a childlike theme to it, which is very cute.
3. The fairies facial details are incredibly cute! She looks as if she is kind of smirking innocently. This matches up with the childlike colours.
4. The wings are excellently drawn and coloured. I love the way their is a colour change in them as the one set of wings overlay the others. I also think green was the correct colour to use as it really sets of the blue and pinks in the fairy.
The negatives-
1. You will be pleased to know that there only is one, and that is the outline of the fairy. If those harsh lines could be smoothed up a bit, then overall that would defiantly lift your fairy, and would improve it.
I quite like this. the colors are dynamic and eye catching. Your proportions are not too far off which is pretty great for just freehanding.
On the note of proportions, her head seems a tad too large for her body. The arm that is straight is a bit odd. I don't really care for the position of the hand or the lack of a definitive joint location. You give the impression of a bend but when when compared to the other arm it seems off. Try and make it sharper.
The wings are awesome. you did well using two shades of green to give the impression of two wings.
My only other comment would have to be on shading. I think that if this image was shaded properly it would pop off the page. Even drawing it from a three quarters angle would help add that popping effect.
