And yeah, proportions of political cartoons are pretty much charactiture-esc most of the time. I've seen a few that stick to "realism" with proportions, but they're never as good (to me anyway).
Of course it all depends on the reaction you're trying to accomplish. Guess I just like humor.

I think that when reviewing cartoons it's not in anyone's interest to critique anatomy because it's a cartoon and they are purposefully distorted, so the size of his head and hands don't bother me at all. =] I like your style of drawing and characterization. Good job! Oh, and I think the shading is fine too.

Completly funny. You should send that into your local newspaper. There is some minor mistakes, but the funniness about the picture erases all that. Just don't send that to any Japanese people. LOL The picture could be award winning in any contest you can enter it in. Nice work and keep it up, i'll be expecting more like this.
This is super duper luper awesome- the hands ARE a bit off, but seeing that this is a cartoon, I think his palm stretching to fit the pen is acceptable. Not much to say on this honestly- I love the concept, and I like the execution, even though you said this is just a rough draft. Honestly, a lot of cartoons (political ones especially) often look rough, and it's just a style. Either way, awesome job.
