I personally think that the police should shot at his legs to immobilize him but not to kill him. 1) It is not the police's fault that he could not understand English. What is he doing living in a country where he can't speak the language?

2) There is no guarantee that shooting someone in the leg won't kill them. More importantly, if he WAS a suicide bomber (as they thought he could be) shooting him in the leg would still allow him to detonate his device, killing many innocent people on the train he was about to board.

(I'm not saying there shouldn't be non-speaking English people. I'm just saying the Police can't do anything about that. It's the responsiblity of the individual to have some knowledge of the official language, otherwise they will be at a problem in situations such as that. )
