Dragons trump Balrogs because 1. they weren't defeated by Gandalf and 2. because there is only one Balrog, but many dragons.

There were many more Balrogs, but by the time of LOTR there was only one. A Balrog is really just a Maiaur (not quite sure on the spelling) that have fallowed Morgoth and been corrupted. And if you remember, all of the dragons were dead by the time of LOTR.
