When is "let's" acceptable to write? When is "lets" okay?

"Let's" is acceptable in a sentence such as: Let's go to the movies.

"Lets" is acceptable in a sentence such as: She lets me do whatever I want.

To expand on Monki's idea:

"Let's" is the shortened version of "let us." So if you can't say "let us" and have it make sense, then you should use "lets."
