Reviews are your comments/critiques on a piece of writing, whether it be poetry or story or script, etc. Here is a link on how to write one: How to Write A Good Critique.
And, yes you must review at least two works posted before submitting your own.

Reviews are when you read over someone's story or poem and comment or critique on it, and it is prefered that you do that. When ever you post your own story or something, you spend 150 of your points. To keep your points up to have enough to post your stories you have to read and review 2 things before posting. That's basically it... Hope it helped! ^^

Pretty much what they said. Keeping your reviewing/writing at at least a 2:1 ratio means a)everyone gets reviews and b)we don't get bombarded by posts from any one person. The more you review, the better you'll get at it. Plus, reading what other writers are doing will help you improve your own writing. So yes, you have to review, but doing so happens to benefit you as well as the person getting critiqued.

Just a hint (psst, cheat alert here, don't kill me) if you're not a fast reader and don't want to read two whole posts before posting your own, go to the poems section. They're a lot shorter, but there are still good opportunities to give a helpful critique without having to read fifteen gazillion pages.

Don't just go to poetry because it is easier. I browse poetry and respond heavily to it with changes or pointing out many flaws and offering advice or fixing them as I go. A poem takes just as much work as a piece of fiction in the fantasy section. Sure it may seem shorter, but make your review count and try to be helpful. Poetry has far more corrections to be done then most fiction works, so don't think its an easy way out.
