yes, i realize there is a tutorial on the this forum, but i have some question that are driving me mad.

i have photoshop, and what i'm trying to do is set one photograph as a background for another. I know layering has something to do with it, but i'm totally confused. can anyone help me?

You have no need in posting this here. You should post this question on the same thread as the tutorial and you can still get your answer. But like I said, there is no need to make a new topic for this question.

I've never used Photoshop since 1996 (and I think it's changed since then), but if it's anything like Illustrator, just right-click, then look for an option that says something like "move to back" or "bring to front."
