OK, I've revamped my old list, here is an upgraded one.

These are mostly tiny publishers, and any 'royalty' would probably be in the realm of at best going to the movies once a year at their expence.
But! These are also publishers, who appear to be willing to publish short stuff and call it a book.

Most of them are romantica oriented, so when it says 'everything', it probably means sci-fi, fantasy, mystery, thrillers, horror, but with a strong romantical plot. When it says just 'paranormal' for example - then this seems to be the only exception from romance.
If any publisher catches your eye - google and check out their site for yourself.

Submitting a short book to these guys would serve a young writer two purposes I would say:
1. Passing the psychological barrier of 'being really published' /under a pen-name,I propose, who knows what you'll think of your early novella five years from now/
2. Getting some 'pro' feedback for free - if they like your stuff, but it's not good enough yet, they'll say what needs to be edited. hehe. In theory, one can write a novelette every weekend,and send it to one of them, until finally one decides that a serious writing level has realistically been reached, and begins working on 'the project', which will require a literary agent etc.
Or, maybe this is all useless, and I'm just being compulsive-obssesive :D
