To answer your question, no the Elite rats are not the under city rats. They're the ones that control things, and live in luxury, they dispise the undercity rats. Also, is your rat's name Elite? Or is that just her rank? I'm a little confused.

Well since there's a group of rats called the elites and she goes by paws anyway, why not change it to something a little less confusing?

Just the character, I think. It seemed that she was someone who could put Just in his place. Whatever you like, though.
