No one is making it clear that you can either make your own cover art for a book or you can't. I think it could depend...

I'm not sure what you're trying to ask.

If you're asking about published books, generally the author has no say in what the cover will be like. The publisher is in charge of that.

If you're asking about making a cover just for yourself, then there's nothing stopping you from doing so.
