Who usually initiates a kiss? The girl or the guy?

I don't watch much romance, so I'm somewhat clueless as to how this works :?

Well it depends about a first kiss or not.

Social expectations usually mean the guy will initiate the first kiss, but for any kiss? It can be either.

If this is for a story, base it on your characters. The girl could easily break social conformity, or the guy could be very shy and not willing to make a move.
