How would you go about self publishing? How would you go about translating into different languages... on the cheap side?

The cheapest way to do it would be to do it all yourself. It's also the most work, but learning other languages is a very useful life skill!
Though I think a better question to ask first is why do you want to go the route of self-publishing?
