Hello and welcome to YWS! To answer your question: at the top of the page you've got a bar that says, "Me, Messages, New, Notifications, Publishing Center." Click "Publishing Center" and follow the steps.
Welcome to YWS, it is also good to note that when you go on publishing center,you should click on chapter/novel and then write the title AND chapter of your novel.Then it will appear in the books section! Hope this helps,if you you have any more questions you can PM me!
