Firstly-
"Bob"?!!! I mean seriously, Dr. von Doombuster would have been a better choice, c'mon! Although if you read the TV tropes evil overlord list, you'll find Bob is actually a pretty good choice.
Secondly (and no messing around this time), can we chose our powers? Do we get freaky side effects? If so, I'd rather be a third-party (non mutated) civilian who controls an agency of some sort, bent on like, obtaining the serum to create a master version of it.

Firstly, I don't know why she picked Bob. Honestly, I thought better than to ask. *would have inserted lingo for laugh and or a smilie here*
Secondly, I'm pretty sure you can pick your powers, even freaky side effects. But I don't know about the other part of that question. You'd have to wait until she logs on to answer it, which should be in about twenty minutes.

My mother will kill me if I stay logged on for another twenty minutes (I've been on this site for like four hours), but I'll try to stall.
