Unraveling the Web(PG-13 Violence Allowed)

It is the year 2251. After World War 3, the governments of all of the surviving countries merged together into one complex system, the Web. It includes three representatives from every country, elected by worldwide vote and serving life terms. At first, the Web seemed like the perfect solution. But after a disturbing number of contradicting speeches are made, citizens begin to grow uneasy. Tension builds, and the government may not be able to control the revolution that follows. . .

Oops, I forgot the genre. It's more of a sci-fi futuristic genre, as you could probably tell, and it is set about 200 years in the future.

So what is the setting, as in what the cities look like?

Some big city in the U.S., maybe Chicago or something. The cities haven't changed too much over time.

Joash drops to the ground, on a spy mission.
((Joash: a 20 year old man who is extremely athletic and the ability to read minds after genetic experimentation on his father, from whom he got it from. He has shaggy brown hair, brown eyes, and is attractive.)) -
Allison hears a thud a few feet in front of her and leans out to investigate.
((Allison, a 17-year-old teen who is extremely determined, opinionated, and stubborn. There is nothing out-of-the-ordinary about her appearance, except her extremely muscular build that she puts to good use snooping around the city.))) -
((He's a spy XD you won't hear a thump))

((Oops. I guess I'll make the thump something else.))
It had just been the wind blowing over a trash can. She sighed and tried to relax. It was hard, though. Not very many decent people lurked around these areas. If she was caught, chances were it would be by some sort of criminal or cutthroat. -
((I'll wait until there is a situation that I can use one of my characters in.))

Joash freezes. Did that girl see him? -
Allison continued down the alley, oblivious to anything. She relaxed, but her hand was still at the hilt of her dagger. Just in case she heard anything...
((This is your cue for Joash to make some noise XD)) -

Joash suddenly coughed. Damnit! -
Allison froze. Was that a cough? She could've sworn she heard something, and out of the corner of her eye, she caught a glimpse of something moving

((Ima putting a twist, so hold onto your hats.))
Joash swears under his breath. He sees a building, jumps to it, and starts climbing, not unlike Spider-Man. Joash takes out his transmitter and speaks into it: "Code S. I have been seen. I couldn't help it; I coughed."
"It's okay, Agent J," the tinny voice answers. "It happens to everyone. Question is whether you'll survive it."
Joash nods. Suddenly, a small, flaming purple bomb whistles through the sky and embeds itself in the wall next to Joash. He jumps as soon as it explodes, the explosion smashing him against a wall. He fumbles for his transmitter. "Code C. I repeat, Code C!!"
A child's laughter dances over the buildings. "I see you, lover boy! I told you you can't run."
Joash, seeing the girl standing there, allows himself to fall off the building and land on his feet. He runs to her. "Come with me if you want to live."
((So basically what's happening is that Crystal, a psychopath I use in a lot of other RPs, is part of The Web and Joash is part of one of the rebel movements to get to her to kill her. Both come from a parallel world where after WWIII the countries sign peace treaties to never go to war again, forming a different system that worked. But years later Crystal, turning 19, becomes completely insane and proceeds to kill everyone in her city. Joash and his small group of remaining mutants [people with special powers] followed her here to prevent her from destroying more societies. Sounds like an amazing Sci-Fi book, actually. Maybe I should write that.
Anyways, that's the explaination.)) -

Allison cranes her head to look up at the sky. "Maybe Spiderman decided to make a surprise landing," she mumbled, to no one in particular. She starts to jog after the trail of smoke, and sees two figures up on top of a roof. It appears to be a male and a female. Curious, she darts through the crowd of people already surrounding the building. It appeared to be a fancy hotel, so Allison sprints to the elevator, slams the buttons, dives inside, and rides it to the roof.
Once she gets there, she climbs the ladder. The two people there seemed to be talking, although she couldn't quite tell. The boy seemed to be pleading with the girl, but Allison couldn't tell if they knew each other. Maybe they were boyfriend and girlfriend. That would be a romantic getaway- flying onto the roof of a hotel and then drawing all the eyes of the city onto themselves. Anyway. Allison cleared her throat awkwardly to announce her presence.
