If your not judging then I assume we would all just vote for the artwork that we liked the most.

Hey artists. I hope you've all managed to pick a good drawing for this month's contest that fits the Horror theme. Now, I am going to give you an idea about the judging system.
Who are the judges?
For this month, the judges are going to be Twinkleforever and Shiney1. They're going to judge according to our votes. So, every artist will vote for his/her favourite piece of art submitted by the members of the Artist Arena. Then, you send your vote in a message to both judges, Twinkleforever and Shiney1 and to make it fun, let's not tell each other who we've voted for until the results are announced.
The winner will be the one who has got the biggest number of votes.
NOTE TO JUDGES:
There are two judges for this month (Twinkleforever and shiney1) Each judge will also vote for his/her favourite piece or art and sent it to the other judge. By that we'll make sure that no one votes for his or her own piece of art.
And the winner of this month will either receive a gift from me or 50 points donated to him/her. (Your choice : )
If you're not intending to participate for this month's contest, you can also vote for your favourite piece.
A NOTE FOR PARTICIPANTS:
1- You can submit a drawing, a painting or a photograph for this month's contest. Make sure it is related to the theme.
2- You're supposed to submit your piece of art by the end of this month (31/10). You have 7 days to vote for your favourite piece. The winner will be announced on the 8th day of the next month.
We can use rankings if you want to, which means that the participants will be ranked from the highest number of votes to the least one. If you don't want that, the judges will only announce the winner.

I'm a little confused where we should post our submissions. Wouldn't it be easiest if we could make a constest for this every month (like a normal YWS contest)? That way all the entries would be in one place. I think it would be easier to see all the entries together, instead of having to click on links that are all over the discussion boards or posted on the wall.

Why not? It would be even better. I have thought of making a new discussion where each one would give a link to their post in the Art & Photography forum but your idea is a lot better.

It doesn't really matter either way to me, but I think all the entries would get seen that way. I wouldn't want anyone getting missed out on the voting because their picture was buried somewhere x)
