The Toronto mentioned is in Canada! Atlanta is just a city in the southern US. So it is your Toronto, I suppose!

Question : Is there some weirdo DST stuff going on?

My phone says UK has DST on right now, so, if that's the case, we're at +4:30, instead of +5:30.
