Actually when his sister died saving the world she merged with him giving him his powers because he was an ordinary human. Thus meaning he would have her powers, but not have to pay a contract. The contract was already paid with the ultimate price, a life.

(ah, I see. Well, actually you know alchemy is real in some aspects of our everyday lives. People have practiced it in the centuries bygone, in fact our modern science evolved from aspects of alchemy. I don't wanna corrupt that...but oh well)
