Hi, guys! I'm thinking about joining this. One question: are non-ocs allowed? Cuz I know a character that would be perfect for this environment.
Also: To what extent are memories gone? Can they remember their names and pasts?

I'm not @Yoshikrab, so I'm not sure about the first question. But as for the second one, I think that characters all remember their names! They just don't remember who they were beside their names. They also can remember things that help them survive, but they probably don't know how they have those skills.

To answer your first question, I guess you could use canon characters.
For your second question, @Magebird is correct. However, your character might remember snippets of important names, scenes, or stuff like that from their past life.

@RavenLord, I'm not sure who I expected, but it definitely wasn't Tarkin.
The moment I saw you were doing a Star Wars character, I was sure I wouldn't know them. But then I kept reading and realized that I did know Wilhuff Tarkin (as Moff Tarkin) and had a reaction that was like this scene from Elf:
I'm really curious to see how he interacts with the rest of the cast! I think Loki would know Star Wars once he gets his memories back, but I'll have him not know too much about it so he doesn't bring up the fact that Tarkin is from it.
I'm so glad you recognized him! He's always intrigued me as a character, and his background fit this setting so well. He'll definitely be interesting when it comes to the other cast members, especially considering he's got a serious case of "not caring who dies to fulfill his goals"
