I don't think it works verbally, 'cause Snape had specified in his potions book that it's supposed to be non-verbal. And I'm pretty sure James did it non-verbal, too.

Pretty sure the wiki says it can be used verbally. I know the uses in the books are all non verbal, but still there's nothing to suggest it can't be used verbally just because Snape said so. Verbally should make things easier to use after all.
Also power move...I mean, I don't think there's a rule against that so...oh well.
