It seems on like my last 6 reviews or so I'm hardly getting any points for them... Even on review day I would get like 60 points for something that contains 3000 characters. So the question is, has the point system changed?

Yes. The maximum points per review is now 50. On Review Days, the points you get per review are doubled.

It costs 100 points to post a lit work, 500 for a storybook.

The points system exists to self-enforce the minimum 2:1 review ratio. It's actually a pretty old system that was reverted to when the newer ones didn't work out.

Yeah I know. I just thought it used to be like 200 points for a literary item, and you could receive 100 for a review... Makes me a little depressed not getting as many points, you know? :)
