Say I was poking through someones portfolio, and I found something I liked, or wanted to critique, only the last comment made on it was a year ago, or something. Should I refrain from reviewing it? Or would it be okay if I did? And is that even called thread bumping? Ugh, I'm lost...

It's up to you. Just keep in mind that for a thread that old, it's unlikely the author will ever see it.
