Yes, surprising enough, it does (although not stormy rain). Usually its the water dripping down from the roof of the Neath, but since it's so high up, the drops use dissipate into a faint mist rain. The Nethersea also causes very cold mist and fogbanks to form in the sea/most of the cities)
Oh, also regarding the Neath's roof- there are small "lights" shining down from the roof, known as the fake stars. No one knows what forms them, or how they are visual in the darkness. Otherwise, it is essentially like a large cave cavern (so there are stalagmites hanging from the roof, stalactites growing from the ground, and columns reaching from the bottom of the Nethersea to the Neath's roof (the pirate lairs of Gaider's Mourn are built along the sides of some of these)
