Welcome to Freeze Town, the sophisticated and modern capital of the North. Here, among the icy beauty of the Arctic, werepeople of all species and backgrounds are welcomed. Join us here in our prosperous city.


But it’s not really like that

Welcome to Freeze Town, the barbaric and old-fashioned capital of the North. Here, mauled by blizzards and the longest, darkest nights, werepeople of predator species are shunned. The predators (affectionately nicknamed 'preds' or 'chompers') are forced to wear tame collars that deliver shocks whenever their emotions become too strong so that the predators are ‘safe’ to be around. Usually, the two groups can co-exist - though the prey-types are still afraid, and the predators still wear their collars.

Recently, following a series of incidents of predators gone wild, discrimination has increased drastically. Though the prey-types outnumber the predators, they become even more afraid. Hate crimes and police brutality increase.

One group of werepeople have had enough. They start investigating the attacks and find something far darker and more powerful than they’d ever imagined.

The Werepeople
A race of beings with two physical forms - one human, and one animal. It can be any animal. The werepeople don’t have any specific powers. They can transform at will and aren’t affected by the moon. Their other forms have about the same size and proportion as their human ones, so their clothes usually stay on when they transform in them.

Setting
Freeze Town is a city high in the Arctic circle. It borders the Northern Ocean that freezes over during the winter, and there are two big rivers that run through the city. Each winter, the sun sets for half of the year. Each summer, the daylight lasts for months. The poorer areas are generally inhabited by the predators, who are outnumbered by the prey ten to one.

Tame Collars
The tame collars, given at a ceremony when a predatory wereperson is 6-9 years old, is a collar that does not come off, apart from in medical emergencies. It has a light on it that shines either green, yellow, or red. Green is good, yellow is a warning (and the collar will beep whenever a yellow light is needed), and red warrants a shock. The collar can be triggered by any strong emotion.

The Police
Exaggerated and unfair force is common against predatory werecreatures by the police, who are primarily big prey-types, such as elephant, buffalo, caribu, giraffe, and horse. If prey-types are arrested, they will usually be only handcuffed. If a predator is arrested, they will be met with unnecessary force and then they are either muzzled or handcuffed. In the event of a savaging, a noose is first used to secure the werecreature. Then they are muzzled and tranquilized and transported to a specialized holding facility.

What's their culture like?
It's like the modern-day human culture. They're 'modern'. There are cars and planes and other such 'modern day' inventions (there have also been the same ages throughout history, right down to the Ancient civilizations of Mycenae and the likes). They go to nightclubs and university and college and they have a school system like ours. There are a whole range of jobs that go from farming animals and crops to working in an office all day. Like in this world, there is still discrimination. There are also different religions that are similar to ours.

In Freeze Town, the culture would be one typically found in colder climates. It would have hints of culture dripped down from the native peoples, and a modern vibe to it. Think somewhere in Northern Scandinavia or Russia - or even Canada.

If in doubt about their culture, consider where on Earth* the people/place is. Then think about the culture of the actual earth humans living there, which will be very, very roughly equal or similar to that of the werecreatures living there.

*Their Earth is exactly the same as ours. It has the same landforms, history, culture, and language, ect. but they just happen to be werecreatures.

Do different types of predators have different traditions or is it all uniform?
They will definitely have different historic traditions, but mostly they've all died out now and given way to a more modern cultures. There will, however, be traditions in families and communities throughout the city.

There's a big community of werewolves around where Sebastian would live, (@AnarchyWolf), so there'd be a lot of festivals and traditions with them. Whether or not the character actually partakes in said traditions would depend on their personal circumstances.

Also do people take their animal form often or just sparingly?
It depends a lot on the person and their individual habits and preferences. It's illegal to take animal form in some public places, such as subways, airports, and other high-risk areas. Some people prefer their animal form and will spend the majority of their life as their animal, but some despise it and won't shift unless they have to.

Welcome, @AnarchyWolf. I'm about halfway through the first post. I was thinking that the three characters could meet while in a park on a Sunday afternoon and are all present for another predator going wild? Any objections?
