Hey @Laurenh6 since this is the 25th Hunger Games, the tributes are voted on, not drawn by lottery. Your characters will have had to have been voted to go to the arena by the majority of District 10 citizens.

Well @Laurenh6 this is a Quarter Quell, the Special version of the Hinger Games that happens every 25 years. You might remember the one Katniss took part in, the 3rd quarter quell, where the tributes were reaped from the previous Games champions. The 2nd was won by Haymitch, where double the tributes were selected (so 48 entered the arena instead of 24). We are playing in the 1st. Each quarter quell was meant to teach the Districts a lesson.

The 1st one was to remind the districts that they were responsible for the Hunger Games through their rebellion and the deaths of the kids every year was their fault. The reminded them by making them directly responsible for choosing someone to enter the Games.

The 2nd Quarter Quell was meant to remind the districts that they lost twice the number of people that the Capitol did. They did this by taking twice the number that would usually enter the Games.

The 3rd was to remind them that not even the strongest people of the districts could defeat the Capitol. They did this by reaping from the victors of the previous Hunger Games, the people most respected by the districts and widely regarded as their heroes, as they brought honour and a flow of goods and cash to their district the year they won.
