*Thanks for the help Kyllorac. I'm finally in a good position to write it all as I wish.*

Plot Summary:
When a domestic terrorist attack in Chicago reveals the existence of superhuman, people with unique abilities like teleportation and shapeshifting, the US government is put under pressure to instigate some plan of action to prevent more attacks. As public fear mounts, the leadership of the superhumans meets with the President to discuss a plan of action. With no other way out, Ben Gareth, the leader of a large group of superhumans, executes a secret plan to evacuate all superhumans out of America to the island of Aegis, a land created by superhumans and for superhumans.

The superhumans face death, capture by the government, betrayal from other factions and total anarchy...

Sub-Plots
The Gareth Family: During the Exodus, Ben reaches out to his two brothers who have no knowledge of his existance. He directs them to each other's care and reveals to Jack, the middle born, that their younger brother is a sort of Catalyst for superhuman energies and is the apple of the government's eye. Jack decides it is his mission to get Tim to safety and, along with a few of his friends, joins the superhuman exodus.

Main Theme:
Family: The story features heavily on family themes. The Gareth family symbolize the resilience of a family and brotherhood and stick-togetherness. Jack's best friend, Jason, and his family, symbolize the disorderly family. Jason's mother died when he was young, and his father, a government agent, neglects his son's happiness for his work. He shows high favoritism towards his daughter. This causes Jason to run away and with nowhere else to turn to, join Jack in the Exodus.

Genetic Engineering: While not meant to be a rip-off of X-Men or Maximum Ride, the story is meant to raise questions about the ethics of genetic engineering.

Specifics:
The story will be told in 1st Person from the POV of Jack Gareth.
Set in 2007, Jack and his friends are about 15. (Too young?)
There are several factions but the majority three are led by Ben Gareth, Samantha Stone and David Patriarch, names to be decided. David's group refuses to join - it is the biggest faction. They have ulterior motives.

And that's basically The Exodus, what do you guys think?

Where will the superhumans go?
Secretly a Kyllorac, sometimes a Murtle.

Castle in the Sky. I was thinking that they'd be able to form their own island or something and it would be pretty interesting to have it in the sky for symbolic reasons, I suppose.

How would they deal with surface-to-air missiles/other forms of attack?

Also, you use "congregation". The word has religious connotations. Was that intentional, and if so, mind explaining the mindset(s) of the members and Ben Gareth?

Another thing, are there other factions of superhumans out there, and if so, who are they, and how do they plan to deal with the situation?

Nouns can verb very well actually, they verb better than some verbs do.
