How to post reviews cleanly?

This may sound really stupid but you know when people post reviews and quote the authors work and then their stuff comes up in a different color? How do you do that? I don't even have that option! I used to have the options at the top of the post but now I don't am I just missing it?
when you grow up you realize that Prince Charming is not as easy to find as you thought. You realize the bad guy is not wearing a black cape and he's not easy to spot; he's really funny, and he makes you laugh, and he has perfect hair and isnt wearing a black cape and easy to spot Lots of Love Jenn

The options haven't been visible for a while, so you're not just missing it. If you want to quote text like that, you'll need to type the code in manually. It looks like this:

And gives you this:
