I was just rereading an earlier work and realized something. In all honesty, I know nothing about the American penal system.

Time to correct that. I'd like information on what offenses can land one in juvenile hall; at what age one's no longer considered a minor; and so on.

One other thing- what would the police do if they saw someone wandering around aimlessly? Might they react differently if this "vagrant" is female and less than sixteen years old?

For both, that hugely depends on the state in question, or even the city (depending on bi laws) and in the case of the second scenario, time of day and race of the person involved, along with the cops themselves, are factors.
