It is possible, however, that usually comes after successful publication in the author's home country. Publishing houses can be international or sell the rights to publish in other countries to publishing houses based in that country.

As for free publishing, unless you're self-publishing, you should be getting paid by the publisher; not the other way around.

If you are self-publishing, there's always the option of publishing an e-book version which would be available to pretty much anyone worldwide with internet access. Some self-publishing sites, like Lulu, distribute internationally, so people in other countries would be able to purchase your books even though they don't live in your country.
