Summer is an open invitation for upbeat, pop-rock-y stuff -- no emo or death metal, please.
I can't imagine a summer without oldies music. Every day, I remember, my siblings and I would romp around in the yard and only return to civilization for nourishment. Dad would be in the backyard flipping burgers, mom next to him with her huge black sunglasses, bobbing her head to the sounds of the Beach Boys, the Turtles, CCR, the Beatles. It's fun music -- it practically screams, "GET HAPPY, BE LAZY, IT'S SUMMER!"
... That didn't entirely answer the question, so I will close by saying that "Suspension" by Mae is a reeeeeally good song to listen to when it's sunny and warm out.

XTC, DARTZ!, old-style Black Eyed Peas (back when they were GOOD), latin music (Jarabe de Palo, Juanes, Buena Vista Social Club, Shakira) -- really anything that's dancy and poppy. Happy music. ^.^

The one and only Boys of Summer by Don Henley is a must-listen classic, as is Sunny Afternoon by the Kinks. Asleep on a Sunbeam by Belle and Sebastian and Beautiful Day by U2 are perfect for that relaxing off into a daydream, and there's no doubt: Summer of '69 by Bryan Adams is *the* summer rock anthem.
And finally, Year of the Cat by Al Stewart is good to listen to absolutely any time, but really makes you tingle when summer comes around; you get that 'anything's possible' feeling.
