The pen of course, if you use the sword against someone they're like dead, but you write some nasty lies they're embarresed for the rest of their lives.

I'd go for sword every time.

The pen. While the sword can cause death and bring peace, the pen can inflict mental pain on someone and sign those treaty's the swords bring around.
